- Federal cost estimated at $724 billion in the first 10 year.
- Creates a new program within Medicare that integrates existing medical coverage with the optional prescription drug coverage.
- Standardizes a monthly premium with individuals personally responsible for deductible.
- Standardizes, percentages of annual drug costs for beneficiaries up to $2,250 and provides catastrophic coverage by private insurers once out of pocket expenses have reached $3,600.
- Establishes a transitional plan for provisional prescription drug benefits though the creation of a discounted prescription drug card, managed by the Secretary of Health and Human Services.
- Allows the cost saving sale of FDA approved , US Manufactured drugs from Canada.
- The development of health-savings security accounts to establish means for services not covered by an individuals insurance policy.

According to public records, Jim Gibbons raised $1,139,202 for his election in 2004. Of this $57,381 was raised from the “health sector.” His Democratic opponent raised only $10,900 in total for the race.

Vote to pass a bill that would implement health care liability reforms.
Highlights:
- Establishes a federal statute of limitations of three years after the date of manifestation of injury or one year after the claimant discovers or should have discovered the injury with certain exceptions including fraud, intentional concealment, or the presence of a foreign body in the injured person.
- Places a cap of $250,000 on non-economic damages. Each party is legally responsible only for the amount of damages directly proportional to such party’s percentage of responsible.
- Places a cap of $250,000 on punitive damages, or twice the economic damages awarded, whichever amount is greater. Punitive damages are awarded only in cases where economic damages are found.
- Permits the court to restrict the payment of attorney contingency fees. Limits the fees to a percentage based on the amount of damages awarded.
- Limits the liability of manufacturers, distributors, suppliers, and providers of medical products that comply with Food and Drug Administration standards.
- Requires periodic payments of future damage awards in excess of $50,000.
